Education of the learning disabled, blind, deaf, and emotionally disturbed is structured to adhere as closely as possible to the same experience received by normal students. Blind and deaf students usually have separate classes in which they spend most of their day, but may sit in on normal classes with guides or interpreters. Under the No Child Left Behind Act, all American states must test students in public schools statewide to ensure that they are achieving the desired level of minimum education, such as on the Regents Examinations in New York or the Pennsylvania System of School Assessment (PSSA); students being educated at home or in private schools are not included. The Act also requires that students and schools show â€Å"adequate yearly progress. † This means they must show some improvement each year. Although these tests may have revealed the results of student learning, they may have little value to help strengthen the students’ academic weakness. For example, in most states, the results of the testing would not be known until six months later. At that time, the students have been promoted to the next grade or entering a new school. The students are not given a chance to review the questions and their own answers but their percentile of the test results as compare to their own peers. There are several undesirable phenomena seen in the administration of the testing. In Illinois, for example, the state government delegates the printing and distribution of the test questions and booklets to private companies . There are questions about the security of the tests through this management. In 2006, some school districts did not receive the test questions until after other school districts had finished the tests weeks later. During high school, students, usually in their junior (That is, third) year (11th grade), may take one or more standardized tests depending on their postsecondary education preferences and their local graduation requirements. In theory, these tests evaluate the overall level of knowledge and learning aptitude of the students. The SAT and ACT are the most common standardized tests that students take when applying to college. A student may take the SAT, ACT, or both depending upon the college the student plans to apply to for admission. Most competitive schools also require two or three SAT Subject Tests, (formerly known as SAT IIs), which are shorter exams that focus strictly on a particular subject matter. Over that same time period, however, the average verbal score of parochial high school SAT takers increased from 432 to 442, while parochial school math scores increased from 464 to 484. Similarly, both the average verbal and math scores of independent private school SAT takers increased during that period. The rhetoric of school reform often ignores the crucial role of individual decisions (by students, by parents, by business owners, by educators) in determining educational outcomes. You can lead a horse to water, the old adage goes, but you can’t make him drink. It’s a folksy way of imparting an important individualist truth. Providing students opportunities at school does not guarantee success if students watch television rather than do their homework – and parents let them. By assuming that any set of reform ideas can magically create a well-educated citizenry, we oversell the role of policy-making. Education requires initiative, a trait notoriously difficult to create or impose. American business leaders began to see a decentralized, â€Å"patchwork† education system as a liability in international competition. U. S. manufacturers, especially, saw the rise of Germany as a significant economic threat and sought to imitate that country’s new system of state-run trade schools. In 1905, the National Association of Manufacturers editorialized that â€Å"the nation that wins success in competition with other nations must train its youths in the arts of production and distribution. † German education, it concluded, was â€Å"at once the admiration and fear of all countries. † American business, together with the growing labor movement, pressed Congress to dramatically expand federal spending on education, especially for vocational instruction. Also, business and education leaders began to apply new principles of industrial organization to education, such as top-down organization and a â€Å"factory-floor† model in which administrators, teachers, and students all had a place in producing a standardized â€Å"final product. † These leaders created professional bureaucracies to devise and implement policy. Perhaps the most important boosters of America’s new public education system were what we might today call â€Å"cultural conservatives. † The turn of the century, after all, was a time of tremendous immigration. As more and more immigrants arrived in America, bringing with them a plethora of languages, cultural traditions, and religious beliefs, American political leaders foresaw the potential dangers of Balkanization. The public education system, once designed primarily to impart skills and knowledge, took on a far more political and social role. It was to provide a common culture and a means of inculcating new Americans with democratic values. Public schools, in other words, were to be a high-pressure â€Å"melting pot† to help America avoid the dismal fate of other multi-national polities. American political leaders were all too familiar with the Balkan Wars of the early 1900s, and were intent on avoiding a similar fate. Educators today lack the tools for dealing with unruly children thanks to two supreme court decisions of the late 1960’s and 1970’s. The bureaucratic lament that curriculums need to be revised, salaries should be raised, money should be poured into the system, teachers are not qualified, teachers salaries should be tied to students’ performances, are not the reasons for students not learning. Rather it is a lack of discipline in the classroom. One decision declared that schools do not have ‘absolute authority’ over their students and the other that a school had violated students’ ‘free speech’ by suspending them for not adhering to the school’s dress code. To compound the situation students have learned quickly that if a school official does something they do not like they can sue or just threaten to sue with sometimes very telling results. More importantly, the ever-present threat of lawsuits transforms a teacher from an active, authority figure into a fearful, hapless, down-trodden passive public servant. Discipline is key to learning and acquiring skills to be prepared for the rigorous task of facing the world. It certainly was in place and largely effective before the tumultuous ’60’s came along and â€Å"discipline† became sinister in connotation. Today classroom disruption is no longer of the mundane sort – feet on the desk, loud talking, noise-making and fighting. Schools are now dealing with sex offenders, pistol packing students, cursing, students and/or parents fighting with teachers and litigation, all of which undermine the teaching profession. When discipline goes out of the window, the pillars of civility get pushed aside. The universal moral values of self-control, self- respect, and respect for others and for property cease to exist. The door is flung wide open for all types of self-serving stress. Counselors, psychologists, psychoanalysts, television commentators, lawyers and many charlatans too, first on the scene of every school tragedy, screaming the blindingly obvious, blaming one parent, two parents, dysfunctional and functional, poor and not so poor families for the troubles of society’s young, and creating more chaos than calm in the lives of the young. The Solution There was a time when schools were counted always for stability, discipline, knowledge, caring and shaping the minds of young people. In addition, schools forged cohesive societies with very clear-shared values that conferred a sense of worth on all. That sense of worth could be revisited by a restoration of discipline; by teachers and parents working together, to make educating children their number one priority in life; by a system that instills character and spirituality and equips each student with cultural skills. The quest for social improvement and for making societies better rests with the future generation and if students are to have a sense of social responsibility and desire to live up to social obligations, then they must be armed with a real education premised on discipline. Knew that making the bird too fancy would ruin the overall quality of the logo itself, so I made sure the shapes and lines used were simple. The face included curved eyes and a beak, with layers of inner heart-like shapes that form into the body. The oval shape around it is the outer body that connects with the wings of the Poe. Being that was going for simplicity, leaving the wings alone with no feathers needed was the way to go.The second portion of the logo included a big W hat forms into 3 letters at once, W U and H. The W is the most obvious, with simple transformation methods under, reflection, to easily connect both sides of the letter and form a perfect W. This, along with the owl and background, has the most body of color because I feel they are the most important figures in the logo. This has had a serious effect on the economy of the region in that most of the young women do not contribute in any way to the prosperity of the region but instead sell their own bodies just to be able to buy the drugs they need from the drug lords who are on the rise in the area. Laxity of the government The government of Mexico has been under pressu re from the international community to put an end to the murders that are witnessed in the Ciudad Jurez region but it has been very reluctant in trying to solve them. It is known that the region is controlled by very powerful drug lords, some of whom are very influential in the government15. This has had a drastic effect on the justice system in that most of the murderers in the region do not face the law because they are protected by the powerful drug lords who rule the region. The word â€Å"justice† has been taken like a joke in the region especially in cases where the young women are murdered and the perpetrators of this heinous crime always go scot free. The Mexican government has been proven to be very corrupt in that most of the drug lords are able to buy their freedom because they are very wealthy and are able to conduct corrupt activities within the government. By doing so, these drug tycoons end up controlling the justice system hence making sure that the perpetrato rs of the murders are never brought to book. The government has also been criticized for its failure to station police officers in the region in a bid to beef up security and control the murders that have been on the rise in the area. Their failure can be attributed to the fact that the region is controlled by the drug lords who are very influential and control most of the activities in the area including those that are carried out by the Mexican police which include covering up for these grisly murders16. The police has also been on the frontline in the claims because they are known for conducting investigations that are not conclusive for the murders thus no suspects are arrested. They also respond very slowly in terms of solving the murders in the regions because they are controlled by the influential drug lords who control the region. The government has also been criticized by the international community of inefficiency in trying to control the murders that take place here. This has been mainly because most of the murders and kidnappings always take place in the full presence of police officers who do nothing to stop them. If more and more people mount pressure on the government to root out the vice, then the Mexican government will start acting and in tu rn will be able to stop the murders of the young women who are being murdered very violently and this will in turn be productive for the country in that most of the young women who would have instead landed in the hands of the murderers will start doing constructive things which will lead to the rise of the economy of the country in general. Infrastructure The infrastructure of a town or a country is one of the most important parts of building the economy. If the government is to root out the vice of the young women being murdered in the Ciudad Jurez region, they must improve the infrastructure by building schools and road networks in a bid to get rid of the vice18. By building schools the government will be able to help younger women get an education and this will in turn translate to them leaving the Ciudad Jurez to go and look for employment in other towns hence reducing their risk of being murdered in the Ciudad Jurez region. In addition to that, the government should build a go od road network in the Ciudad Jurez and this will make it safer and less hectic for the young women who commute every day to work in the Maquiladoras. With a good road network, it will be easier for the law enforcers to keep track of the kidnappers who are very rampant in Ciudad Jurez and the surrounding regions. The government should also build modern stalls where the young women are able to carry out constructive businesses as alternative safe ways of making a living. Security If the government is committed to improving the state of the Ciudad Jurez region, then it should work to improve the security of the area by deploying more police officers who are capable of dealing with the perpetrators of the murders. The government should also hold the police accountable for the work they will have done in the region in that they must account for every investigation that will be carried out in the region and make sure that the perpetrators of the murders are captured and charged in the co urts of law. On the other hand, the government should also deploy police officers who will be patrolling the areas around the Ciudad Jurez region in a bid to be able to get the perpetrators of the murders that are committed in the region. By deploying police officers who patrol the area, then the murderers and kidnappers will be wary of being arrested if caught and hence this will reduce the rate of the murders drastically. The government should also put in place legislation that will deal with the perpetrators of the murders in the regions. For example, the government is able to impose death penalties to anyone who is caught in the act or has committed the act of murder. This will go a long way in trying to reduce the number of murders that are witnessed in the Ciudad Jurez region annually. Corruption Corruption nowadays is quite wide spread all over the world. Corruption is one of the key factors that affect the economy of a country drastically in that the higher the rate of corru ption in the government sector the higher the way the economy of the country will be damaged. For the Mexican government to be able to root out the problem of murders in the Ciudad Jurez, it must be able to root out corruption which is one of the key factors that fuels the murders. The situation that is currently taking place in the Ciudad Jurez region is that most of the drug lords are using the government to be able to make their dealing which includes the trafficking of drugs in the area. This is mainly because most of the drug lords are very influential in the government. If the government is able to crack down on these drug lords in the Ciudad Jurez region, then it will mean that it will have taken a huge step in the aim of getting rid of the murders that take place in the area. Most of the murders that take place in the Ciudad Jurez region are committed by the drug lords and by cracking down on them, it will mean that it will be a bit safer for the young women to continue with their daily duties in because there will be no one to harm them. The government must also identify the individual within the government structure who are harboring these drug lords and must be able to make sure that the individual are charged in the courts of law. The government must also make sure that the individual who are found guilty with harboring the drug lords name the drug lords whom they harbor so as to be able to know who the real murderers are. After this has happened, the government will then be able to crack down of the drug lords who are a very big threat to the young women in the Ciudad Jurez region. By doing so, this will go a long way in making sure that the murders in the Ciudad Jurez are prevented which are mostly by the drug lords who are very influential in the government. Government The government should know its role in the murders that are taking place in the Ciudad Jurez and thus taking the necessary actions that are necessary to trying to prevent more mur ders that happen in the Ciudad Jurez region19. The government has been very relaxed with regard the murders that are happening in the Ciudad Jurez region and it is time for the government to take action which includes making sure that all the drug lords and perpetrators of the murders have been persecuted for the murders that they commit. The government should also move in a bid to reducing the poverty level of the people who live in the Ciudad Jurez region in a bid to reducing the number of young women who get involved with the drug lords hence reducing the risk of having the young women murdered in the region. Drug Trafficking Drug trafficking has had a drastic effect on the economy of the Ciudad Jurez region and the government has to put in place measures that make sure that the drug traffickers are punished for the their actions. The government should also control the drug lords who control the Ciudad Jurez region which is notorious for the murders of young women. By doing so, t he government will be able to prevent more young women from getting addicted to drugs which are the main cause for having to commit prostitution in a bid to get money to buy the drugs that they need20. The government should also build rehabilitation centers for the young women who have already been addicted to the drugs to ensure that they reform and keep away from prostitution so as to be able to get the money that is necessary to buy the drugs. This will go a long way in reducing the number of young women who are addicted to drugs in the Ciudad Jurez region which will reduce the number of young women involved in prostitution in the Ciudad Jurez region21. The government should also put in place legislation that caters for the perpetrators of drug trafficking. For example, the government should impose a life sentence to any individual who is involved in drug trafficking or is found guilty of drug trafficking. This will be very important in the sense that most people will be afraid o f committing the crime of drug trafficking due to the huge consequences that will have been imposed by the government. Global Population Growth Creates Environmental Problems Environmentalists don’t dispute that many if not all of the environmental problems - from climate change to species loss to overzealous resource extraction - are either caused or exacerbated by population growth. â€Å"Trends such as the loss of half of the planet’s forests, the depletion of most of its major fisheries, and the alteration of its atmosphere and climate are closely related to the fact that human population expanded from mere millions in prehistoric times to over six billion today,† says Robert Engelman of Population Action International. Although the global rate of human population growth peaked around 1963, the number of people living on Earth - and sharing finite resources like water and food - has grown by more than two-thirds since then, topping out at over seven and a half billion today, and human population is expected to exceed nine billion by 2050. With more people coming, how is this going to affect the environment further? Population Growth Causes Multiple Environmental Problems According to Population Connection, population growth since 1950 is behind the clearing of 80 percent of rainforests, the loss of tens of thousands of plant and wildlife species, an increase in greenhouse gas emissions of some 400 percent, and the development or commercialization of as much as half of the Earth’s surface land. The group fears that in the coming decades half of the world’s population will be exposed to water-stress or â€Å"water-scarce† conditions, which are expected to â€Å"intensify difficulties in meeting...consumption levels, and wreak devastating effects on our delicately balanced ecosystems.† In less developed countries, lack of access to birth control, as well as cultural traditions that encourage women to stay home and have babies, lead to rapid population growth. The result is ever increasing numbers of poor people across Africa, the Middle East, Southeast Asia, and elsewhere who suffer from malnourishment, lack of clean water, overcrowding, inadequate shelter, and AIDS and other diseases. And while population numbers in most developed nations are leveling off or diminishing today, high levels of consumption make for a huge drain on resources. Americans, for instance, who represent only four percent of world population, consume 25 percent of all resources. Industrialized countries also contribute far more to climate change, ozone depletion, and overfishing than developing countries. And as more and more residents of developing countries get access to Western media, or immigrate to the United States, they want to emulate the consumption-heavy lifestyles they see on their televisions and read about on the Internet. How Changing U.S. Policy Could Offset Environmental Harm Worldwide Given the overlap of population growth and environmental problems, many would like to see a change in U.S. policy on global family planning. In 2001, President George W. Bush instituted what some call the â€Å"global gag rule,† whereby foreign organizations that provide or endorse abortions were denied U.S. funding support. Environmentalists considered that stance to be shortsighted because support for family planning is the most effective way to check population growth and relieve pressure on the planet’s environment, and as a result, the global gag rule was rescinded in 2009 by President Obama but put back in place by Donald Trump in 2017. In measurement bias, the test shows unintentional preference towards people of a certain background. Klein (2005) notes, if the overall test scores or the differential selection rates of individuals from identifiable subgroups by themselvesà ¢Ã¢â€š ¬Ã‚ ¦behave differently across groups, then measurement bias is said to occur (p. 296). When this happens, the research results are not accurate because the test results show distortion to favor one group over another. One cannot make accurate policies from tests that have measurement bias. In addition, the Joint Committee on Testing Practices (JCTP) (2004), in Code of Fair Testing Practices in Education, mentions that differences relating to test scores from various groups must relate to the skills being assessed, not the difference in linguistic or cultural background (p. 4). Therefore, there can be differences in research results as long as they reflect the abilities of a group. One group may have a greater ability to perform a task th an another group. This is not measurement bias; on the contrary, it is a reflection of the realistic capabilities of the group. Researchers have to ensure their test is fair and unbiased against a minority. The JCTP (2004) provides further information related to test construction. Researchers must ensure they give information regarding what the test measures, what its recommended use is, and the measures strengths and limitations. There must be a sufficient amount of information for a policy maker to make decisions from the research, including being aware of how the research might be unhelpful. The validity and reliability of the test must meet its intended purposes (p. 4). Patten (2004) refers to validity as the extent that it measures what it is designed to measure and accurately performs the function(s) it is purported to perform (p. 59). Reliability refers to the test yielding consistent results (p. 71). There should be an indication regarding whether the test measures what the researcher intended, and how consistent it is in those measurements. Researchers must also provide recommendations for the interpretation of test results, including the possible misuse of research. Readers sh ould be aware that they should not rely on one research study when making decisions. There should also be procedures for setting performance standards or passing scores if another researcher was going to give the same test (JCTP, p. 8). In the research article, there should be an indication of what score a participant requires to pass a test, or what constitutes sufficient performance. Test construction also involves errors in research. The Committee on Science, Engineering, and Public Policy (1995) notes, when an unintentional error promptly corrected, the scientific community accepts the mistake. However, when a scientist is negligent due to inattention, haste, or carelessness, the researcher can be admonished because this can lead to work that does not meet the standards demanded in science (p. 15). Deception in research also has huge consequences. Deception involves Making up data or results (fabrication), changing or misreporting data or results (falsification), and using the ideas or words of another person without giving appropriate credit (plagiarism) (p. 16). Therefore, to ensure ethics in research, scientists should ensure they are not using negligence or deception.
